APG Procedure-Based Billing

The New York State Department of Health is planning a multi-million dollar investment in outpatient services, including hospital and community clinics, ambulatory surgery, and physician services.

At the same time, a new rate setting methodology (Ambulatory Patient Groups or APGs) is replacing the current flat per-visit model for New York Medicaid. Under APGs, the amount that is paid for a visit will now vary; APGs will pay more for higher cost services and less for lower cost services. By using APGs as an evidence-based, HIPAA-compliant payment system, New York Medicaid will be able to ensure more fairness in payment for similar or comparable services across ambulatory care settings.
